Shea Stark has served as the Program Manager for Regulatory Compliance at the State Department of Education, Special Education Services since July 2023.  His team manages IDEA Dispute Resolution activities for the entire state.  

Prior to joining the OSDE, Shea spent 20 years with Oklahoma City Public Schools where he served as a special education teacher, general education teacher, athletics coach, special education coordinator, school climate specialist, and director of specially designed instruction.  He also serves as a professor at Southern Nazarene University for the Masters of Arts in Administration of Special Education (MAASE) program and holds a bachelors degree in special education from UCO and a masters degree in special education administration from SNU.  

He is a proud Army veteran and father of two adult daughters.
